Academic Study on Arab civil society

To prepare and ensure the success of its initiative, the Foundation for the Promotion of Mediterranean and Euro-Arab Dialogue (FMEAD) called for the support of the Global Studies Institute of the University of Geneva in examining the possibilities of re-launching the Euro-Arab dialogue and determining the best means of engaging such a dialogue. After a year of research involving numerous workshops and consultation with a wide range of specialists in various Arab countries, the experts mandated by the University of Geneva concluded that it was «imperative to create the foundation for a new Euro-Arab dialogue, based on listening to the expectations of the peoples» despite the «political, social and security-related turbulences.»

The experts point out that the «response to this imperative requires the creation of original and innovative initiatives involving the civil societies of the countries of the region» and that «re-launching the dialogue and opening up to new perspectives for cooperation require the drafting of a «White Paper» which would constitute the first step in a negotiation process designed to lead to an Intergovernmental Conference, aiming to conclude a new Framework Agreement on Cooperation and Security between Europe and the countries of the Middle East and North Africa.»
